September 17, 2008, 1:10PM From: Ron Demicheli To: BU1916 (Bargaining Unit AFGE 1916) Subject: Carbon Capture and Storage Early Deployment Act To All: Attached is a copy of draft legislation that became HR 6258 with the above name. Also attached is a copy of a letter from AFGE's Legislative and Political Director and an e-mail that references the current status of the "Boucher Bill". In short, passage of that legislation would have turned over the management of the carbon program to the electric industry and EPRI. For months and months AFGE Local 1916 and AFGE Local 1995, in Morgantown have been working tirelessly to modify or depose of this bill, due to the great damage it could have done to NETL. Once you read the attached copy, you will see why. Dan Doyle and I both contacted our Representatives and Senators continuously to voice our great concern and displeasure with the legislation. We also reached out to Representatives and Senators of other states, that we knew disagreed with the legislation, also. That the language did not make it into the energy bill, now in the House is a short term relief. However, we can not and should not think it is dead for good. We must all be vigilant in this arena. I want to thank Dan Doyle for the heavy lifting he was doing and proud to report to you another great success by your Union, so close behind the NETL "all feds as inherently governmental" that we also fought for.
